China Visa Hong Kong 2027: How to Apply, Visa-Free & Permits

Foreigners living in Hong Kong apply for a mainland China visa at the Chinese Visa Application Service Center, 20/F Capital Centre, 151 Gloucester Road, Wan Chai, which takes applications on weekdays and accepts only HKD cash or Hong Kong debit cards. Many nationalities don't need a visa at all: British citizens and passport holders from countries such as France, Germany, Italy and the Netherlands can enter the mainland visa-free for up to 30 days until 31 December 2026. Americans can use the 240-hour visa-free transit, and foreigners who are Hong Kong permanent residents can get a five-year Mainland Travel Permit for HK$260.

This guide is for expats who live in Hong Kong and need to get across the border, for work or for a weekend in Shenzhen. It covers the visa-free options first, because for many people they make a visa unnecessary, then how to apply for a visa in Hong Kong.

Do Foreigners in Hong Kong Need a Visa for Mainland China?

It depends on your passport and your residence status. Hong Kong and the mainland have separate immigration systems, so a Hong Kong visa or ID card doesn't on its own let you into Shenzhen.

Which Countries Can Enter China Visa-Free From Hong Kong?

China's unilateral visa-free policy lets ordinary passport holders from a long list of countries enter for up to 30 days for business, tourism, family visits, transit or exchanges. According to the Chinese Embassy's notice, the policy runs until 24:00 on 31 December 2026.

The UK joined later than the original European countries. According to the UK Foreign Office, British citizens can enter visa-free for up to 30 days until 31 December 2026.

Three things catch people out:

  • It's not for work. Paid work, long assignments, study and journalism still need a visa.
  • It ends on 31 December 2026 unless extended. If you're planning trips for early 2027, check the latest notice before you go.
  • Passport rules are stricter than Hong Kong's. The Foreign Office says your passport should be valid for at least six months from arrival with two blank pages.

The United States is not on the visa-free list. For the Hong Kong side of the rules, see our guides for US citizens and UK citizens.

How Does the 240-Hour Visa-Free Transit Work?

The 240-hour (10-day) transit policy covers citizens of 57 countries, including the United States, the UK and Canada, according to the National Immigration Administration. You can stay up to 10 days in designated areas if you're travelling through the mainland to a third country or region, with a confirmed onward ticket.

The key point for Hong Kong residents is that Hong Kong, Macao and Taiwan count as a "third region". The MTR's high-speed rail service gives the example of Canada to Hong Kong to Shenzhen to Thailand, and lists West Kowloon Station among the 65 designated ports.

What doesn't work is a simple return trip. Flying from Hong Kong to Shanghai and back to Hong Kong doesn't qualify, because you'd be returning to where you started. If you're unsure, the National Immigration Administration's hotline is +86 12367.

What Is the Mainland Travel Permit for Non-Chinese Permanent Residents?

If you're a foreign national with a Hong Kong permanent identity card, this is the best option. According to the National Immigration Administration, it gives you:

If you've lived here seven years and become a permanent resident, apply. It's cheaper and far more flexible than repeated visas. Our guide to Hong Kong permanent residency explains how to qualify.

How to Apply for a China Visa in Hong Kong

If none of the visa-free routes fits, you apply through the Chinese Visa Application Service Center (CVASC). The Office of the Commissioner of the Ministry of Foreign Affairs no longer takes ordinary passport applications directly; since 22 January 2018 they've gone through the centre.

  1. Fill in the online application on the Chinese Visa Application Service Center's Hong Kong site and upload your documents.
  2. Book an appointment and print the confirmation.
  3. Attend in person at 20/F Capital Centre, 151 Gloucester Road, Wan Chai, to submit documents and give fingerprints if required. The centre recently exempted some short-term applicants from fingerprinting.
  4. Pay the fee on site in HKD cash or with a Hong Kong debit card. Credit cards aren't accepted.
  5. Collect your passport on the date given.

According to the Commissioner's Office, the centre takes applications Monday to Friday, 9:00 to 16:00 (express applications before 12:00), and handles payment and collection from 10:00 to 17:00. It's closed on public holidays.

What Documents Do You Need?

Expect to provide:

  • Passport: The centre warns that passports with less than six months' validity risk refusal, and you'll need blank visa pages.
  • Application form and photo (a recent colour photo on a white background).
  • Proof that you live in Hong Kong legally, such as your HKID card and current visa.
  • Copies of previous Chinese visas, if you've had them.
  • Purpose documents: an invitation letter for business, or hotel and travel bookings for tourism.

The centre advises applying about three months before you travel. In practice most residents apply a few weeks ahead, but don't leave it until the week before a business trip.

How Much Does a China Visa Cost in Hong Kong?

Fees depend on your nationality, the number of entries and how fast you need it. The centre publishes a fee schedule that combines the visa fee and its own service fee, and it charges extra for express and urgent processing. The service fee is non-refundable even if the visa is refused, according to the centre.

Check the current schedule on the centre's site before you go, and bring enough HKD cash.

Can Visitors to Hong Kong Apply for a China Visa Here?

It's harder than for residents. The centre's document list asks for proof of legal residence in Hong Kong, so a short-term visitor is generally expected to apply in their home country before travelling. If you're a visitor, check whether you qualify for visa-free entry or the 240-hour transit first.

Do You Need a Work Visa to Do Business in Shenzhen?

For meetings, trade fairs and site visits, a business (M) visa or a visa-free entry is usually enough. Taking up employment on the mainland needs a work visa (Z) and a work permit, which your mainland employer arranges. Many Hong Kong-based roles involve regular cross-border travel, so ask about this at the offer stage.
