Hong Kong Phone Number Format 2027: +852 & Getting a Local Number
Kenji Farre, Director · Nov 2, 2026 · 4 min read

Hong Kong phone numbers have 8 digits and no area codes, and the country code is +852. Fixed-line numbers start with 2 or 3, and mobile numbers start with 4, 5, 6, 7, 8 or 9, according to the Office of the Communications Authority (OFCA). To call Hong Kong from abroad, dial your international exit code, then 852, then the 8-digit number, for example +852 2345 6789. Every SIM card in Hong Kong, prepaid or contract, must be registered under the real-name registration programme before it works, using your HKID card or a passport.
This guide covers number formats, how to dial in and out of Hong Kong, how to get a local number when you arrive, real-name SIM registration rules, and the emergency and help numbers worth saving.
What Is the Hong Kong Phone Number Format?
Every Hong Kong number is 8 digits long. There are no area codes, so the same 8 digits work from anywhere in Hong Kong.
People usually write numbers in two groups of four: 2345 6789. From overseas, you add the country code: +852 2345 6789.
| Type | Starts with | Example format |
|---|---|---|
| Fixed line (landline) | 2 or 3 | 2xxx xxxx |
| Mobile | 4, 5, 6, 7, 8 or 9 (most ranges) | 9xxx xxxx |
| IP telephony (Class 2) | 58 | 58xx xxxx |
| Emergency | 999 (all phones), 112 (mobiles) | 999 |
| Government hotline | 1823 | 1823 |

OFCA's leaflet lists mobile ranges starting 51 to 57, 59, 6, 84 to 87, 89 and 9. In February 2018, OFCA announced that numbers starting with 4, 7 and 8 would also be opened for mobile services, adding about 10.6 million new numbers. So if you see a new number starting with 4 or 7, it's almost certainly a mobile.

What Does +852 Mean?
852 is Hong Kong's international country code. The "+" stands for whatever exit code you need to dial from your country to make an international call. On a mobile, you can type "+" directly.
Macau uses +853 and mainland China uses +86, so an +852 number is always a Hong Kong number.
How to Call Hong Kong From Abroad
Dial your country's international exit code, then 852, then the 8-digit number. On a mobile, using "+" works from anywhere.
| Calling from | Dial | Example |
|---|---|---|
| Any mobile | +852 then number | +852 2345 6789 |
| US or Canada (landline) | 011 852 then number | 011 852 2345 6789 |
| UK, Europe, Australia (landline) | 00 852 then number (0011 from Australia) | 00 852 2345 6789 |
| Mainland China | 00 852 then number | 00 852 2345 6789 |
There's no leading zero to drop, because Hong Kong numbers don't have one.
How to Call Abroad From Hong Kong
From Hong Kong, dial "+" or 001, then the country code, area code and number. SmarTone notes that "+" is charged the same as its 001 IDD service. Other carriers have their own IDD prefixes, sometimes cheaper, so check your plan.
For example, to call a London number from Hong Kong: +44 20 xxxx xxxx, or 001 44 20 xxxx xxxx.
How to Get a Hong Kong Phone Number
You have two options when you arrive.
Prepaid SIM. Sold at the airport, convenience stores and carrier shops. Good for your first weeks, before you have an HKID card or a local bank account.
Monthly SIM service plan. Better value once you're settled. You'll usually need proof of identity and address, and carriers may ask for a local bank account or credit card.

Real-Name SIM Registration: What You Need to Know
All SIM cards in Hong Kong must be registered to a real person before they can be used. The programme was fully implemented on 24 February 2023, according to OFCA, and unregistered prepaid SIMs stopped working after 23 February 2023.
The key rules from OFCA's guidance:
- Every SIM must be registered before activation, whether it's a prepaid card or a monthly plan. Registration is free.
- Hong Kong residents must use their original HKID card. People without one can use a valid passport or travel document. HKSAR and BN(O) passports aren't accepted for this.
- You can register up to 10 prepaid SIMs per provider. There's no limit on monthly SIM service plans.
- Registration through iAM Smart is instant for HKID holders.
- Verification messages come from "#SIMREG". Ignore any other sender claiming to verify your SIM.
OFCA's real-name registration FAQ has the full rules.
Proposed Changes
In August 2025, OFCA put forward a proposal to cut the prepaid limit from 10 to 3 SIMs per provider and create new offences for selling or using SIMs registered to someone else. Legislation was planned for 2026. As of November 2026 this was a proposal, so check OFCA's latest guidance if you plan to hold several prepaid SIMs.

| Number | What it's for |

| 112 | Emergency from mobiles (free) |
| 992 | Emergency SMS for people with speech or hearing impairments |

OFCA notes that if your phone can't connect to your own network, try 112. Calling 00852 999 or 00852 112 doesn't work when you're roaming on a mainland network, so in the mainland use the local emergency numbers.
Scam Calls: What the "+852" Warning Means
Hong Kong has a serious problem with phone scams, and the telecoms industry has added safeguards. According to OFCA:
- A "+" shown before a caller's number means the call is coming from outside Hong Kong. A real local bank or government office won't usually call you this way.
- Suspicious calls from outside Hong Kong that spoof a "+852" number are blocked, and other suspicious calls trigger a voice or text warning before they connect.
- SMS from a Registered Sender show a "#" at the start of the sender name, for example messages from banks or government departments.
If a caller claims to be from the police, the Immigration Department or your bank and asks for money or passwords, hang up and call the official number yourself.
Hong Kong Phone Etiquette for Newcomers
- WhatsApp is the default for work and personal messaging, including with landlords, agents and recruiters.
- Put your Hong Kong number on your CV with +852 once you have one. Recruiters prefer a local number. Our Hong Kong resume sample shows the usual format.
- People answer the phone with "wái" (喂). Don't be thrown by it. Our guide to what language is spoken in Hong Kong has a few more useful phrases.
