Expat Package Hong Kong 2027: Housing Allowance, Relocation & Tax
Kenji Farre, Director · Oct 17, 2026 · 6 min read

A Hong Kong expat package usually means base salary plus some mix of housing, relocation costs, school fees, home leave flights and medical cover. Housing is the big one, and how it's paid matters: a cash housing allowance is taxed in full, but if your employer reimburses your rent under a properly controlled scheme, the Inland Revenue Department taxes only a "rental value" of 10% of your income instead of the actual rent. On a HK$100,000 a month salary with HK$40,000 rent, that difference is worth about HK$61,000 a year in tax. JLL puts one-bedroom housing budgets in investment banking at HK$18,000 to HK$30,000 a month for early-career staff and HK$100,000 to HK$136,000 for senior management.
This guide is for anyone holding a Hong Kong offer who wants to know what a fair package looks like in 2027, which parts are taxable, and what to ask for before signing.
What Is Included in a Hong Kong Expat Package?
Full expat packages are rarer than they were 15 years ago, but the components haven't changed. Hugill & Ip's guide to relocation packages lists the usual elements:
| Element | What it covers | Common in 2027? |
|---|---|---|
| Housing | Monthly allowance or rent reimbursement | Senior hires and transfers; less common for local hires |
| Temporary accommodation | Serviced apartment or hotel for 2 to 6 weeks | Common |
| Relocation flights | One-way flights for you and your family | Common |
| Shipping and storage | Moving your belongings, sometimes storage at home | Common for transfers |
| School fees | International school tuition for children | Senior and family hires |
| Home leave | Annual return flights | Less common than before |
| Medical cover | Private health insurance, often including dependants | Standard |
| Tax equalisation or filing help | Tax adviser to file your Hong Kong and home returns | Senior transfers |
| Sign-on bonus | Cash to cover bonus forfeited at your old employer | Finance and senior roles |

Full Expat Package vs Local Plus: What Is the Difference?
A full expat package treats you as an assignee: the company moves you, houses you, educates your children and often flies you home every year. It's mostly reserved for intra-company transfers and senior hires the company actively recruited from overseas.
A local plus package is a local salary with a few extras, typically a one-off relocation allowance, temporary housing, and sometimes a housing allowance for the first year or two. AIRINC, which advises multinationals on mobility pay, describes local plus as widely used in Hong Kong (AIRINC).
A local package is what most people moving to Hong Kong for a job now receive: a market salary and perhaps a contribution to flights. If you applied to a job advert rather than being transferred, assume local terms unless told otherwise, and negotiate from there.
How Much Is a Typical Housing Allowance in Hong Kong?
It depends heavily on sector and seniority. JLL and relocation firm Dwellworks published these ranges for investment banking in August 2026:
| Seniority (investment banking) | One-bedroom housing budget per month |
|---|---|
| Early career | HK$18,000 to HK$30,000 |
| Senior management | HK$100,000 to HK$136,000 |
| Four-bedroom family flat | Roughly double the one-bedroom budget at the same grade |
Source: JLL Hong Kong, August 2026.
JLL ranks investment banking highest, followed by retail, with tech lower, and says mainland Chinese firms pay "slightly lower" than multinationals. Dwellworks also reported expat relocations to Hong Kong were up 20% year on year in the first half of 2026, which is why landlords in the expat districts have been firm on rent.
What Does Rent Actually Cost?
Check any allowance against real rents. The Rating and Valuation Department's latest figures (August 2026, provisional) show average monthly rents per square metre:
| Flat size (saleable area) | Hong Kong Island | Kowloon | New Territories |
|---|---|---|---|
| Under 40 m² | HK$568 | HK$525 | HK$389 |
| 40 to 69.9 m² | HK$446 | HK$418 | HK$312 |
| 70 to 99.9 m² | HK$490 | HK$467 | HK$307 |
| 100 to 159.9 m² | HK$508 | HK$457 | HK$284 |
| 160 m² and over | HK$505 | HK$450 | HK$271 |
Source: Rating and Valuation Department, Hong Kong Property Review Monthly Supplement.
A 70 m² flat on Hong Kong Island at the average rate is about HK$34,300 a month, and rents across all classes were up 5.3% year on year in August 2026. The popular expat areas (Mid-Levels, Sai Ying Pun, Southside) sit above these averages. Our guide to Hong Kong rent and the best neighbourhoods for expats has area-by-area figures.
Is a Housing Allowance Taxable in Hong Kong?
Yes, if it's paid as cash. The Inland Revenue Department treats a rent allowance as a perquisite and taxes the full amount (IRD leaflet PAM 44).
There's a better way to structure it. If your employer provides a place of residence, or reimburses your rent under proper control, the IRD doesn't tax the rent. It taxes a rental value instead, which is a percentage of your income from that employer:
| Type of accommodation | Rental value added to your income |
|---|---|
| House or flat (including serviced apartments) | 10% of income from the employer |
| Hotel, hostel or boarding house, up to 2 rooms | 8% |
| Hotel, hostel or boarding house, 1 room | 4% |
Source: IRD Guide to Tax Return, Individuals (BIR60); PAM 44.
Because the taxable amount is fixed at 10% of income rather than the real rent, the saving grows as your rent rises relative to your salary. Any rent you pay yourself is deducted from the rental value.
What Counts as "Proper Control" of Rent Reimbursement?
The IRD says your employer must be able to show all three of these (PAM 44):
- A defined scheme setting out which grades of staff get rent reimbursement and their limits.
- Your contract states the type of housing benefit and the reimbursement limit.
- Your employer checks your tenancy agreement and rent receipts regularly and keeps records.
If any of these is missing, the IRD treats the payments as a cash allowance and taxes the lot. You keep the tenancy agreement and receipts yourself; you don't attach them to your tax return (CLIC).
Get your lease stamped. An unstamped tenancy can't be used as evidence in civil proceedings (IRD stamp duty FAQ), and KPMG notes the IRD generally doesn't accept unstamped agreements as evidence of a genuine tenancy when reviewing rent reimbursement (KPMG).
Cash Allowance vs Rent Reimbursement: A Worked Example
Take a single person on HK$100,000 a month (HK$1.2 million a year) with a HK$40,000 a month flat (HK$480,000 a year), paying the maximum HK$18,000 MPF and claiming the HK$145,000 basic allowance for 2026/27 (IRD tax rates):
| Cash housing allowance | Rent reimbursement with proper control | |
|---|---|---|
| Salary | HK$1,200,000 | HK$1,200,000 |
| Housing taxed as | HK$480,000 cash | HK$120,000 rental value (10%) |
| Assessable income | HK$1,680,000 | HK$1,320,000 |
| Net chargeable income | HK$1,517,000 | HK$1,157,000 |
| Salaries tax | HK$239,890 | HK$178,690 |
Our calculation using the IRD's progressive rates (2%, 6%, 10% and 14% on successive HK$50,000 bands, then 17%), which come out lower than the 15% standard rate here.
The reimbursement route saves about HK$61,200 a year, which is 17% of the HK$360,000 gap between the real rent and the rental value. The IRD's own leaflet has more examples, including partial reimbursement and what happens when your housing budget is bigger than your rent: under proper control, the unused part becomes taxable cash (PAM 44).
Our guide to Hong Kong salaries tax explains the bands and allowances in full.
Which Other Package Items Are Taxable?
| Benefit | Taxable in Hong Kong? | Source |
|---|---|---|
| Cash housing allowance | Yes, in full | PAM 44 |
| Rent reimbursement under proper control | Only the rental value (10%) | PAM 44 |
| Children's school fees paid under your contract | Yes | DIPN 16 |
| Home leave flights | Yes | DIPN 41 |
| Relocation flights when you join or leave | No | DIPN 41 |
| Sign-on bonus | Yes | Salaries tax rules |
Sources: IRD PAM 44; DIPN 16, fringe benefits; DIPN 41, holiday journey benefits.
Two points catch people out. School fees paid by your employer under your contract are generally taxable, whoever the invoice is addressed to (DIPN 16). And while relocation travel "upon assumption of a new post" is outside the tax charge, home leave flights are fully taxable, including hotels and meals on the trip (DIPN 41). Shipping and removal costs reimbursed against receipts are generally treated as non-taxable in practice, but the IRD guidance we checked doesn't say so explicitly, so ask your employer's tax adviser.
How Much Are International School Fees in Hong Kong?
If you have children, school fees can be bigger than the housing gap. English Schools Foundation (ESF) fees for 2026/27, subject to Education Bureau approval:
| ESF year group | Annual fee 2026/27 |
|---|---|
| Years 1 to 6 | HK$145,000 |
| Years 7 to 11 | HK$188,300 |
| Years 12 to 13 | HK$174,200 |
Source: ESF 2026/27 fees.
ESF also charges a refundable capital levy of HK$25,000 (ESF), and many private international schools charge more, plus debentures or nomination rights. Two children at ESF secondary is roughly HK$376,600 a year before extras, which is why families should negotiate education support or price it into base salary.
What Should You Negotiate in a Hong Kong Offer?
If the employer won't move on base, there's often room on the extras. In rough order of value:
- Housing structured as rent reimbursement, not cash. It costs your employer nothing extra and can save you tens of thousands a year.
- Temporary accommodation for at least 4 weeks, so you're not signing a 2-year lease in a panic.
- A one-off relocation allowance to cover agent commission, deposit and furniture. Agents typically charge around half a month's rent, and deposits are usually 2 months'.
- A sign-on bonus to replace any bonus you forfeit by leaving your current job.
- School fee support if you have children, even if only partial.
- Health cover for dependants, not just you.
- Repatriation if the role ends, including flights and shipping home.
Check the clawback terms on anything paid up front. Many relocation allowances and sign-on bonuses have to be repaid if you leave within 12 or 24 months.
What Happens to Your Housing Benefit if You Leave?
Read the contract carefully before you sign a lease, because your tenancy will probably run for 2 years with a 12-month break clause, while your housing benefit stops the day your employment ends. If you resign or are let go in month 8, you could be paying rent personally for months.
Ask for a contract clause that covers the break-clause notice period, and line up your lease's break clause with any probation period. Our guides to Hong Kong employment contracts and probation cover the terms to check.
Is Hong Kong Still Worth It Without an Expat Package?
For many people, yes. Low salaries tax (17% at the top progressive rate, 15% standard rate) means a local package in Hong Kong can still leave you better off than a bigger gross salary in London or Sydney. The question is whether the base salary covers rent at the level you want to live.
A simple test: if rent would take more than 35% to 40% of your gross monthly pay, push for a housing contribution or more base. Our guide on whether HK$50,000 a month is a good salary runs the numbers for different household types, and our Hong Kong vs Singapore comparison helps if you're weighing two offers.
FAQs: Expat Packages in Hong Kong
Is a housing allowance taxable in Hong Kong?
A cash housing allowance is taxable in full. If your employer reimburses rent under proper control or provides the flat, the IRD taxes only a rental value of 10% of your income from that employer.
How is rental value calculated in Hong Kong?
It's 10% of your total income from the employer (after outgoings and expenses) for a flat or house, 8% for a hotel or hostel of up to 2 rooms, and 4% for a single room. Any rent you pay yourself is deducted.
What is a local plus package?
A local salary with selected extras, usually a relocation allowance, temporary housing and sometimes housing support for the first year or two. It sits between a local package and a full expat package.
How much housing allowance do expats get in Hong Kong?
In investment banking, JLL puts one-bedroom budgets at HK$18,000 to HK$30,000 a month for early-career staff and HK$100,000 to HK$136,000 for senior management in 2026. Other sectors are generally lower.
Are school fees paid by my employer taxable?
Generally yes. Under the IRD's fringe benefits guidance (DIPN 16), education payments made under your employment contract are chargeable to salaries tax.
Are home leave flights taxable in Hong Kong?
Yes. Holiday journey benefits, including flights, hotels and meals on the trip, are fully taxable. Relocation travel when you start or end a job in Hong Kong is not.
Does my lease have to be stamped for rent reimbursement?
Stamping is required by law within 30 days of signing, and an unstamped lease can't be used as evidence in civil proceedings. KPMG notes the IRD generally won't accept an unstamped agreement as evidence of a genuine tenancy.
Should I take rent reimbursement or a cash housing allowance?
Rent reimbursement with proper control almost always means less tax, because only 10% of your income is taxed instead of the full rent. Cash is simpler and more flexible, but you pay tax on all of it.
What should I negotiate if the employer won't pay housing?
Ask for temporary accommodation, a one-off relocation allowance, a sign-on bonus, dependant health cover and repatriation terms. Check clawback clauses on anything paid up front.
How much does an international school cost in Hong Kong?
ESF primary fees are HK$145,000 a year for 2026/27 and secondary up to HK$188,300, plus a HK$25,000 refundable capital levy. Many private international schools cost more.
