Foreign Lawyer Hong Kong 2027: OLQE, RFL Rules & Lawyer Salaries

A foreign lawyer can work in Hong Kong straight away as a Registered Foreign Lawyer (RFL), advising on their home law; there were 1,793 RFLs from 30 jurisdictions on 30 September 2026. To practise Hong Kong law as a solicitor, common law lawyers with 2 or more years' post-admission experience sit the Overseas Lawyers Qualification Examination (OLQE), which costs HK$6,600 to enter. The 2026 OLQE written papers run from 23 October to 10 November 2026 and applications closed on 20 March 2026, so the next intake you can apply for is 2027. Recruiters put international firm NQ base pay at around HK$700,000 to HK$950,000 a year.

This guide covers working as a lawyer in Hong Kong if you qualified elsewhere: the RFL rules, the OLQE and its exemptions, the barrister route, all-in costs, solicitor jobs and lawyer salary ranges in Hong Kong, language expectations and which visa you will use.

Can a Foreign Lawyer Work in Hong Kong?

Yes, and plenty do. There are three routes, and which one you need depends on whether you want to advise on foreign law or on Hong Kong law.

My take: most international firm associates arrive as RFLs and only sit the OLQE once they know they are staying, or once the firm asks them to. If you do Hong Kong law work (litigation, local corporate, regulatory advice on Hong Kong rules), you will need to requalify sooner.

How Many Foreign Lawyers Work in Hong Kong?

As of 30 September 2026, the Law Society counted:

  • 1,793 registered foreign lawyers from 30 jurisdictions
  • 94 registered foreign law firms from 19 jurisdictions
  • 13,778 Law Society members, 12,190 with practising certificates
  • 932 Hong Kong law firms and 679 trainee solicitors

The RFL number is climbing again. It fell from 1,546 in 2020 to 1,442 in 2022 and stood at 1,489 in March 2024, so the September 2026 figure is the highest in that series.

How Do I Become a Registered Foreign Lawyer in Hong Kong?

You register with the Law Society through the firm you join. The key rule is supervision: under Rule 5 of the Foreign Lawyers Registration Rules, an applicant with less than 2 years' post-qualification experience in full-time practice of foreign law must work under supervision, in either a foreign firm or a Hong Kong firm. Once you reach 2 years you can apply to have the supervision condition removed.

The fees under the Foreign Lawyers Registration (Fees) Rules, in effect since 1 July 2022, are:

RFL feeAmount

In practice your firm pays. Make sure that is in your offer letter, along with your practising certificate fees at home.

What can an RFL do, and what can't they?

An RFL advises on the law of their home jurisdiction. An English solicitor can advise on an English-law facility agreement; a New York attorney can work on a US securities offering. What an RFL cannot do is hold themselves out as a Hong Kong solicitor or advise on Hong Kong law. On mixed deals, firms route the Hong Kong law points through admitted Hong Kong solicitors.

How Do I Become a Hong Kong Solicitor Through the OLQE?

The OLQE is the transfer test for qualified lawyers. Under the 2026 OLQE Information Package, you need:

  1. Admission in your home jurisdiction and good standing there.
  2. At least 2 years' post-admission experience if you are from a common law jurisdiction, or at least 5 years' if you are from a non-common law jurisdiction.
  3. Experience within the last 10 years before you apply.

The six Heads are:

  • Head I: Conveyancing
  • Head II: Civil and Criminal Procedure
  • Head III: Commercial and Company Law
  • Head IV: Accounts and Professional Conduct
  • Head V: Principles of Common Law (oral)
  • Head VI: Hong Kong Constitutional Law

Which OLQE Heads can I be exempted from?

Exemptions depend on two things: whether you are from a common law system, and whether you have 5 years' experience.

Your profileHeads you sitExemptions
Common law, 2 to 5 yearsAll five written Heads (I, II, III, IV, VI)None; Head V oral not needed
Common law, 5+ yearsHeads I and VIHead II exempt; may apply for III and IV; Head V not needed
Non-common law, 5+ yearsAll written Heads plus Head V oralCase by case

This matters a lot. A London associate at 3 years' PQE faces five written papers. Wait until 5 years and, with exemptions, it can come down to two. Head VI exemption is only available if you took a Hong Kong constitutional law course at HKU, CityU or CUHK.

When Is the OLQE in 2026, and How Hard Is It?

The 2026 cycle is already under way, and it is closed to new applicants. Key dates from the Law Society:

Stage2026 OLQE dateStatus at 19 October 2026

If you are planning ahead, watch for the 2027 information package early in the new year: the 2026 window opened in February and shut in March, so do not leave it until spring.

What is the format?

2026 is the first year the main written Heads are computer-based. Heads I, II, III and VI are 3.5-hour, open-book papers sat on your own laptop using Lockdown Browser. Head IV has two parts (Accounts, 1.5 hours, and Professional Conduct, 2.75 hours) that must be passed in the same sitting. Head V is an oral, graded pass or fail. The pass mark is 50 out of 100, and everything is in English. Some prep-course pages still describe pen-and-paper exams; that is out of date.

What is the OLQE pass rate?

Lower than people expect. According to the Department of Justice's reply to LegCo, overall pass rates were 49% in 2018, 45% in 2019, 52% in 2020, 39% in 2021 and just 20% in 2022. HKU SPACE says the rate over the past four years ranged from 20% to 39%.

Open book does not mean easy. Conveyancing and Accounts catch out lawyers who have never touched either. Plan on several months of revision alongside a full-time job, and do not treat it as something to cram in a fortnight.

What Does It Cost to Qualify in Hong Kong?

Government and professional body fees are modest; the real cost is preparation courses and time off.

After you pass, you also need to meet a residence condition for admission. The information package lists options including 3 months' residence before applying for the certificate, or an intention to reside for 3 months after admission. The Form 3 certificate takes at least 4 weeks, and the motion must be filed within 2 months.

Can Overseas Barristers Join the Hong Kong Bar?

Yes, through the Barristers Qualification Examination. The Hong Kong Bar Association requires valid admission at home, at least 3 years' practice there, good standing, a pass in the BQE and normally 6 months' pupillage in Hong Kong.

The 2026 BQE Information Package sets five open-book papers in English, covering contract and tort, property and equity, criminal law, the Hong Kong legal system and company law, and civil procedure, evidence and advocacy (which includes an oral). Common law lawyers are generally exempt from Paper I. All papers must be passed within 3 consecutive years.

The 2026 BQE is also closed: sitting applications shut on 27 July 2026 for exams in late October and early November.

What if I'm not qualified yet?

The local route is a law degree (LLB or JD) or conversion course, then the one-year PCLL at HKU, CityU or CUHK, then a 2-year trainee solicitor contract or a barrister pupillage. It is competitive and long. If you are mid-way through qualifying in England, Australia or Canada, it is usually faster to finish there, get 2 years' PQE and come in via the RFL and OLQE route.

How Much Do Lawyers Earn in Hong Kong?

There is no official salary survey for private practice lawyers, so the figures below come from recruiters and firms. Treat them as indicative ranges, not guarantees.

A few points from reading across the guides:

  • US firms pay the most. Sartori notes US firms benchmark against the US associate scale of US$235,000 to US$455,000 for years 1 to 8 (effective 1 July 2026, citing Bloomberg Law), and many pay Hong Kong associates on or near it.
  • Bonuses add 2 to 6 months. Unilink puts typical bonuses in that range on top of base.
  • Local firms pay far less. Hoi Sum (a recruiter) puts local firm NQ pay at HK$40,000 to HK$70,000 a month against HK$70,000 to HK$100,000 at international firms.

Hong Kong salaries tax tops out at a standard rate of 15% on the first HK$5 million (16% above that), which makes a Hong Kong offer look better than the headline in London or Sydney. Ask about housing, flights and school fees too: our expat package guide covers what to negotiate.

Which Practice Areas Are Hiring Foreign Lawyers?

The government's Hong Kong Talent Engage lists demand in cross-border transactions and M&A, cybersecurity and data privacy, maritime and aviation, green finance, blockchain and crypto, sports law and IP, with high demand in dispute resolution: international commercial, financial and investor-state arbitration.

If you are a disputes lawyer, Hong Kong's position as an arbitration seat is the draw. Funds and financial regulatory lawyers also move easily into in-house roles; see our guide to compliance, AML and KYC jobs in Hong Kong if you are weighing that switch.

Do I Need Mandarin or Cantonese to Be a Lawyer in Hong Kong?

Not to qualify. The OLQE and the BQE are both set and answered in English only.

The job market is a different story. Recruiters such as Star Anise say Mandarin is usually expected for China-related work at international firms, where you will be reading Chinese documents. Cantonese helps at local firms and in litigation, but international firms hire plenty of English-only lawyers for funds, regulatory, arbitration and English-law finance work. My advice: if your practice is not China-facing, do not let the language worry stop you applying.

Which Visa Do Foreign Lawyers Use?

Most come on a GEP employment visa sponsored by the firm. The GEP needs a job offer, a relevant degree and market pay, takes about 4 weeks and gives an initial stay of up to 36 months. Fees are HK$600 to apply and HK$1,300 on approval. Our GEP visa guide has the full checklist.

Lawyers also feature on the Talent List. The legal professionals entry asks for at least 8 years' PQE, a current practising certificate and at least 5 years in cross-border transactions or a specialist area, and Talent List posts are exempt from the GEP local market test. Dispute resolution professionals and legal knowledge engineers have their own entries. See our Hong Kong Talent List guide for how that works.

If you want to move before you have an offer, the Top Talent Pass Scheme Category B lets graduates of one of 200 listed universities with 3 years' recent experience come without a job offer. Check your university against the official list before assuming you qualify. Our TTPS guide explains the categories.

FAQs: Working as a Foreign Lawyer in Hong Kong

Can I practise law in Hong Kong without passing the OLQE?

Yes, as a Registered Foreign Lawyer advising on your home law. You cannot advise on Hong Kong law or call yourself a Hong Kong solicitor without passing the OLQE and being admitted.

How many years of experience do I need to sit the OLQE?

At least 2 years' post-admission experience for common law lawyers and 5 years for lawyers from non-common law jurisdictions. The experience must fall within the 10 years before you apply.

Can I still apply for the 2026 OLQE?

No. Applications ran from 5 February to 20 March 2026 and registration for Heads closed on 28 August 2026. The written papers run from 23 October to 10 November 2026, so plan for the 2027 cycle.

How much does the OLQE cost?

The application fee is HK$6,600, charged again if you resit. Admission then adds HK$1,500 for the Certificate of Eligibility, HK$1,135 for the motion paper and HK$360 for the roll. Prep courses cost far more than the exam.

What is the OLQE pass rate?

The overall pass rate was 20% in 2022, down from 52% in 2020. HKU SPACE says recent years ranged from 20% to 39%.

How much does an NQ lawyer earn at an international firm in Hong Kong?

Recruiter Unilink puts international firm NQ base pay at HK$700,000 to HK$950,000 a year, against HK$450,000 to HK$600,000 at local and regional firms. US firms often pay more.

Not to qualify: the OLQE is English only. Mandarin is a strong advantage for China-related deals, but many funds, regulatory and arbitration roles at international firms are English-only.

You must meet a residence condition, for example 3 months' residence before applying for the certificate of eligibility or an intention to reside for 3 months after admission. Other options cover longer ordinary residence.
